Russia Bans Diesel and Gasoline Exports Through January 2027 After Drone Strikes Cripple 45% of Refining Capacity
The Russian government has imposed a temporary ban on the export of gasoline, diesel, marine fuel, and gas oil from August 1, 2026, to January 31, 2027, to maintain stability in the domestic fuel market. Starting September 1, restrictions will be lifted for diesel and marine fuels exported by direct producers, with additional exemptions for international intergovernmental agreements and humanitarian shipments.
The restriction follows a sustained Ukrainian drone campaign that damaged refinery infrastructure, including the complete shutdown of crude processing at the Tyumen facility and outages at other plants. According to analysts at S&P Global Energy, the strikes have knocked out 30% of Russia’s actual and 45% of its nominal refining capacity, triggering severe regional fuel shortages and long queues at filling stations.
