Russia Bans Diesel, Gasoline Exports Through Jan. 31, 2027, as Ukrainian Strikes Cripple Refining
Russia has imposed a temporary ban on diesel and gasoline exports through Jan. 31, 2027, to stabilize the domestic fuel market. The decree, effective from Aug. 1, 2026, covers gasoline, diesel, marine fuel, and gasoil, with exemptions for direct producers, government agreements, and humanitarian shipments.
The extension follows repeated Ukrainian drone strikes that have severely impaired the nation's refining sector. Citing satellite data and S&P Global analysis, the Financial Times reported that Moscow failed to restore 18 of 26 oil refineries hit in recent weeks. Only eight plants are fully operational, 11 are running partially, and seven remain shut down, wiping out between 30% and 45% of refining capacity. Moscow is also discussing a processing arrangement with Kazakhstan, where authorities plan to refine Russian crude at local plants and supply part of the fuel back to Russian stations.
