The legislation complicates ongoing trade negotiations between Washington and New Delhi, according to people familiar with the matter. New Delhi rejected a quick pact last week and is holding out for better terms, having already resolved its Russian energy purchases during a preliminary February agreement. The issue had not resurfaced in recent talks.
