South Korean President Orders ETF Regulation After KOSPI’s 9% Crash and $266 Billion Rally
President Lee Jae Myung ordered regulators to review leveraged exchange-traded funds and consider raising minimum deposit requirements, declaring South Korea’s stock market “unstable” following a trading session that added ₩380 trillion ($266 billion) to market capitalization. The rebound on Tuesday reversed a near 9% crash that took place on Monday, with both sessions triggering circuit breakers due to extreme price swings.
The volatility surge, which saw the Korea Exchange suspend programme trading for five minutes during both the sell-off and the rally, has been attributed to leveraged ETFs tracking SK Hynix and Samsung. Lee tasked the heads of the Financial Supervisory Service and the Korea Exchange to prepare follow-up measures, heightening regulatory scrutiny on products that have become a dominant force in the market.
