Russia Considers Diesel Export Ban and Gasoline Imports From Kazakhstan

Russia's Deputy Prime Minister Alexander Novak announced that authorities are considering a ban on diesel exports for fuel producers for several months, TASS reported on Friday, as the government implements emergency measures to stabilize domestic fuel supplies. Moscow is also in talks with Kazakhstan to import approximately 50,000 metric tons of AI-92 gasoline to address a shortage in motor fuel, Kazakhstan's Energy Minister Yerlan Akkenzhenov said.

The export curbs and import plans follow a sharp contraction in Russian fuel availability, with market analysts estimating a deficit of about 125,000 barrels per day. At least two-thirds of Russia's regions are now rationing fuel or facing disruptions; the Nizhny Novgorod refinery, the country's second-largest gasoline producer, recently halted operations. Novak attributed a 20% to 30% increase in fuel demand to "panic buying" and logistics issues, though he did not mention unscheduled maintenance at refineries caused by Ukrainian drone strikes, which industry sources identified as the primary driver of the supply crisis. Kazakhstan confirmed it has not yet received an official request for fuel exports despite cutting crude output at its Karachaganak field.
