Iraq’s Oil Ministry said OPEC has begun gradually restoring the country’s pre-war production allocation, marking a concrete step after Baghdad threatened to reconsider its membership unless its output ceiling was significantly raised. The decision follows warnings from Iraq on Thursday that it would explore all available options, including leaving the cartel, due to a financial crisis triggered by a sharp drop in crude exports amid the ongoing Iran war. The ministry added that there is a high-level understanding within the group regarding the quota adjustments and confirmed the Prime Minister did not discuss withdrawal.
As a founding member and OPEC's second-largest producer, Iraq's potential exit raised fears of further fragmentation within the oil cartel, following the United Arab Emirates' departure last month. Restoring the pre-war allocation addresses Iraq's demand for higher output to support economic recovery and aligns with OPEC's ability to gradually ramp up supply. The ministry stated the restoration will strengthen Iraq's production capacity, supporting a longer-term goal to raise exports toward 7 million barrels per day as regional shipping lanes normalize.
