The White House said Wednesday that an Iranian state TV report claiming Tehran had obtained a draft, initial unofficial framework for a memorandum of understanding with the US was "not true" and "a complete fabrication." The denial followed earlier Iranian media reports describing an outline under which Iran would restore commercial shipping through the Strait of Hormuz to pre-war levels within one month, while the US would withdraw military forces from Iran's vicinity and lift a naval blockade, helping push oil below $90 a barrel.

In the Iranian account, military vessels would be excluded, ship traffic through Hormuz would be managed by Iran in cooperation with Oman, and a final agreement reached within 60 days could be turned into a binding UN Security Council resolution, though Tehran said no step would be taken without "tangible verification." The conflicting public accounts add to uncertainty around negotiations that US officials had previously said still faced disputes over wording, sanctions relief and nuclear provisions, including the fate of Iran's enriched uranium stockpile.
