South Korea Curbs Leveraged ETF Trading, Caps Retail Exposure After KOSPI 40% Rout
South Korea moved to curb leveraged ETF trading and cap retail investor exposure on Wednesday after a $2 trillion stock rout left the KOSPI 40% below its June peak, and said it will keep a 24-hour stock market monitoring system.
The move followed an emergency meeting of financial authorities. The Finance Ministry said it will also prepare legal grounds for market stabilizing measures in an emergency. Finance Minister Koo Yun Cheol apologized for insufficient scrutiny of leveraged single-stock ETFs but said they were only one factor behind the turmoil, and authorities said further retail caps and trading restrictions could follow if tighter rules due July 31 fail to cool demand.
