U.S. Accuses Moonshot of Distilling Anthropic Fable to Train Kimi K3 Model
White House OSTP director Michael Kratsios said U.S. officials have information that China’s Moonshot AI distilled Anthropic’s Fable model to develop its Kimi K3 system. The administration also accused the Beijing-based company of building a platform to bypass detection and purchasing Nvidia GB300-equipped servers in the United States and Thailand to train the model.
The accusation marks a shift in administration policy, moving away from discussions about banning Chinese models via Commerce Department lists and toward enforcement of intellectual property protections. Treasury Secretary Scott Bessent flagged potential sanctions on Chinese models last week following earlier White House warnings, setting the stage for possible penalties if the distillation claims are substantiated ahead of U.S.-China tech talks in September.
