Russia Bans Diesel Exports, Triggering Gasoline Shortage That Drives Cross-Border Fuel Rush to Kazakhstan
Kazakhstan has tightened border procedures as Russian drivers cross into the neighboring country to purchase gasoline, following a nationwide fuel shortage triggered by Moscow’s ban on diesel exports and the shutdown of the Omsk refinery. The Omsk facility is Russia’s largest energy plant, processing approximately 24,580 metric tons of crude oil per day and accounting for 38% of its daily output.
The supply disruption arrived after Ukrainian drones struck the Omsk plant from a distance exceeding 2,500 kilometers, pushing Russian refinery output to multi-year lows and eliminating the facility's regular gasoline contribution. To offset the production gap, the Russian government has increased rail deliveries of fuel from Belarus, tripling volumes to more than 181,000 metric tons. The diesel export restriction, which runs through July 31, completes a series of recent supply caps and leaves the domestic market dependent on imports to cover seasonal demand.
