South Korea Unveils $576 Billion Chip and AI Investment Plan Led by Samsung and SK Hynix
South Korea has formally unveiled a sweeping $576 billion investment program for chip manufacturing and AI infrastructure, led by Samsung Electronics and SK Hynix. President Lee Jae Myung announced the initiative at the presidential office on Monday, confirming a joint $518 billion plan for the two chipmakers to construct two new semiconductor fabrication plants each in the southwestern region. The package allocates 800 trillion won for four new fabs and an additional 81 trillion won to develop a chip packaging hub in the Chungcheong region, part of a broader strategy to cement South Korea's position in the global technology supply chain.
Despite the scale of the government-backed rollout, shares of both companies fell on Monday. Samsung Electronics dropped approximately 4.8%, while SK Hynix slipped 3.1%, as investors weighed immediate capital expenditure risks against long-term AI supply promises. The Korea Exchange recently paused a planned options launch tied to the stocks amid broader regional market weakness. Beyond chipmaking, the unveiled mega-projects include $550 trillion won allocated for AI data centers, with SK Group, GS Group, and Naver targeting an initial 8.4 gigawatts of capacity by 2029 and 18.4 gigawatts by 2035. The government also set a goal to double South Korea's DRAM production capacity within the next five years.
