Russia Claims Fuel Demand Surged 20% to 30% as Panic Buying Worsens Shortages
Russian Deputy Prime Minister Aleksandr Novak claimed that fuel demand surged between 20% and 30% across the country due to "panic buying," adding that state oil companies have raised production to maximum levels and the government is drawing on reserves to stabilize the market. Novak stated that logistics networks are being restructured to handle the artificial spike in demand and insisted that supplies are sufficient, though he did not publicly reference the underlying cause of the strain.
The official remarks come as fuel rationing spreads to at least two-thirds of Russia's regions, including major economic centers and border provinces. The shortages stem primarily from Ukrainian drone strikes that have damaged oil refineries and prompted months of deferred maintenance. In response to the supply crunch, Moscow has considered banning diesel exports, lifted permit requirements for fuel tankers entering Moscow, and limited pump purchases to 30 liters per transaction. Amid the scarcity, prices have climbed sharply—with some stations in the Rostov region charging over $1.88 per liter—while online searches for methods to siphon gasoline have reached record highs.
