Draft U.S.-Iran Terms Offer Broad Sanctions Relief, Point to End of IAEA Nuclear Material Probe
A draft text for a final U.S.-Iran agreement circulated Wednesday suggests the Trump administration is offering relief far beyond the temporary 60-day oil waiver announced earlier this week. In a tweet thread, Laurence Norman quoted language saying the U.S. “undertakes to terminate all types of sanctions” on Iran, “including the United Nations Security Council resolutions, i.e. International Atomic Energy Agency (IAEA) Board of Governors resolutions and all unilateral U.S. sanctions.”
The wording appears to promise something Washington cannot do unilaterally, Norman wrote, because the U.S. has no power on its own to cancel IAEA board resolutions and it is unclear whether any board can be “terminated.” She said the practical meaning may instead be U.S. support to shut the IAEA, the U.N. nuclear watchdog, probe into undeclared nuclear material and equipment that Iran has stonewalled since 2019, unlike the Obama administration’s past weapons-work arrangement, which at least produced a final report after some Iranian cooperation.
That would mark a notable expansion from the terms previously described publicly around the Switzerland talks, which centered on a temporary license for Iranian oil sales through Aug. 21 and on U.S. claims that Iran would let IAEA inspectors return. Tehran later denied making new nuclear commitments, and Iran’s demand to close the material case was the issue that helped sink the 2022 attempt to revive the 2015 nuclear deal.
