Russian Fuel Shortage Reaches Tver, Stations Cap Sales to Private Motorists

Regional officials in Russia’s Tver region capped fuel sales to private motorists at stations operated by Surgutneftegaz and Tatneft, while residents reported some Opti and Gazpromneft outlets had no fuel at all. Corporate clients were still allowed to fill up freely, extending fuel restrictions beyond Moscow.

The new limits follow gasoline rationing in Moscow after Ukrainian drone strikes disrupted Russian refining capacity. Earlier attacks hit the Moscow refinery, which supplies up to 40% of the capital’s fuel, and related outages removed an estimated 600,000 barrels a day of refining capacity. Industry sources also said Russia’s daily gasoline output fell about 25% from the June 2025 average to around 90,000 metric tons, or 765,000 barrels, a day.
