Shanghai Exchange Clarifies STAR Market’s Fifth Listing Standard for AI Model Companies

China is extending Shanghai’s STAR Market fifth listing standard to AI, and the Shanghai Stock Exchange has clarified how foundation-model companies can qualify, offering a clearer IPO route for developers with strong R&D, heavy compute spending and limited revenue scale. Applicants must demonstrate technical leadership, at least one launched model product, scaled adoption, regulatory filings, a credible commercialization plan and clear risk disclosure.

The move adds capital-market support for China’s AI sector, where model development and computing costs are high while revenue remains limited for many companies. CSRC Chairman Wu Qing said at the Lujiazui Forum that the fifth listing standard would be expanded to cover AI, and said regulators will encourage pension and insurance funds to increase equity investment.
