The US military has secretly escorted ship-to-ship oil transfers off Fujairah in the United Arab Emirates and Sohar in Oman since early May, in an operation involving at least 92 ships, as Trump administration officials discuss a paid "VIP pass" offering expedited escorted passage through the Strait of Hormuz. The measures are aimed at keeping Gulf exports moving and coaxing tankers back into the route as Washington and Tehran work toward formally reopening the waterway.

The efforts underscore how limited the recovery remains ahead of the planned June 19 signing of the US-Iran accord. Nearly 500 ships, including 220 tankers, remain outside the strait as insurers continue to withhold coverage for transits, while Kpler recorded 13 verified crossings on June 16. Qatar has begun sending at least four empty LNG tankers back toward Ras Laffan and has four more Qatar-linked vessels idling in the Gulf of Oman as it prepares to raise exports once Hormuz reopens.
