Russia has extended permission for oil refineries to produce gasoline and diesel fuel with lower environmental specifications to ease domestic fuel shortages. The move follows reports that fuel-sale restrictions had spread to Moscow, St. Petersburg and other regions, with some stations capping purchases at 20 liters per person.

The supply squeeze has unfolded amid Ukrainian attacks on Russian infrastructure. Earlier reports also described drivers lining up for days in Crimea as stations ran out of fuel, indicating disruptions that first appeared in the south were broadening into major cities and other parts of the country.
