US-Iran Deal Lets Tehran Sell Oil on Signing, Includes $300 Billion Private Fund

A near-final U.S.-Iran memorandum seen by Bloomberg News would let Tehran resume oil and fuel sales immediately upon signing this week, with sanctions waivers covering banking, transportation and insurance needed to move the exports. The draft also outlines a path for Iran to tap a $300 billion development fund and eventually regain access to frozen assets, setting out the economic terms of a pact meant to end the war, reopen the Strait of Hormuz and reiterate that Iran will not seek a nuclear weapon.

The oil relief would be conditional. A senior U.S. official said Iran could sell oil only if it complied with the agreement, including not interfering with the free flow of navigation through Hormuz and not obtaining a nuclear weapon; Reuters separately reported the $300 billion pool is a private investment vehicle with no government money or grants, more than half already committed, while President Donald Trump said the U.S. has “no obligation” to invest in Iran. Shipping data also showed Iran’s tanker fleet beginning to move, with at least one very large crude carrier crossing the U.S. Navy blockade line.
