Rubio Says Iran Mined Large Sections of Hormuz, Rules Out Sanctions Relief for Reopening Strait

Secretary of State Marco Rubio said Iran has mined large sections of the Strait of Hormuz, which he described as international waters, and that reopening the waterway is the first condition in US talks with Tehran. Speaking before the Senate Foreign Relations Committee, Rubio said Washington has not offered sanctions relief simply in exchange for reopening the strait and called Iran's actions there unlawful and illegal.

The remarks harden Washington's public position after President Donald Trump said he expected an agreement with Iran within a week to extend the ceasefire and reopen Hormuz. Rubio said any sanctions relief would depend on concessions on Iran's nuclear program, while Iranian media later reported Tehran was still reviewing the latest US draft and had not yet sent a response.
