USPS Proposes Trackable Mail-Ballot Envelopes, 60-Day Recipient Lists for Federal Elections
A proposed U.S. Postal Service rule would tighten oversight of mail ballots in federal elections by requiring standardized ballot envelopes with unique Intelligent Mail barcodes and submission of voter names, addresses and outbound and return barcode data through a USPS portal. The framework would let USPS review outgoing ballot mail before accepting it and create a chain-of-custody record that tracks the envelope from dispatch to return, not the vote itself.
The proposal, described as tied to President Donald Trump’s election-related executive order, would also require states using mail voting to notify USPS 90 days before a federal election and submit their official ballot-recipient lists 60 days ahead, while DHS and Social Security data would help build state citizenship lists for comparison. The rule is described as not yet final, as applying to general, special and runoff federal elections, and as leaving voter registration and voter-roll management to the states.
