Iran State TV Reveals Draft US-Iran Framework to Restore Hormuz Commercial Shipping Within a Month; Oil Drops 6%

Iran's state television said Tehran had obtained a draft, unofficial framework for a memorandum of understanding with the US under which Iran would restore commercial shipping through the Strait of Hormuz to pre-war levels within a month, while Washington would withdraw military forces from Iran's vicinity and lift a naval blockade. The report sent U.S. crude about 6% lower on Wednesday, below $89 a barrel, as traders wagered the talks were moving closer to restoring traffic through the waterway.

State TV said military vessels were excluded from the draft and that ship traffic would be managed by Iran in cooperation with Oman. It added that a final deal reached within 60 days could be approved as a binding UN Security Council resolution, but said the framework was not yet finalized and Tehran would take no steps without "tangible verification." The outline leaves unresolved the nuclear terms and sanctions-relief language that Marco Rubio said earlier this week could still take days to settle, including the fate of Iran's enriched uranium stockpile.
