Cuba has completely run out of diesel and fuel oil, Energy Minister Vicente de La O Levy said, as Havana endures its worst rolling blackouts in decades and pumps across the capital run dry. Protests broke out across Havana as the city confronted the deepening fuel shortage.
De La O Levy said the country has "absolutely no fuel, and absolutely no diesel." Cuban officials said a U.S. blockade has strangled the island's fuel supply, while the U.S. blamed Cuba's communist leadership for "standing in the way" of aid.
