Putin Marginally Raises Russian Troop Ceiling and Extends Contracts for 2022 Mobilized Personnel Ahead of September Elections

The Institute for the Study of War assessed that Vladimir Putin is marginally increasing the authorized end strength of the Russian Armed Forces while directing military authorities to incentivize and coerce personnel mobilized in 2022 to sign long-term Ministry of Defense contracts.

The Kremlin is using these measures to retain troops for the war in Ukraine and alleviate public concerns over delayed demobilization. The marginal 2026 expansion supports a force structure announced in January 2023, arriving well below previous annual increases of 137,000, 170,000, and 180,000 personnel.
