Senate Republicans Release 616-Page Clarity Act Barring Federal Officials From Crypto Profits Through 2029

Senate Republicans released an updated 616-page draft of the Clarity Act, inserting a new ethics provision that bars the president, vice president, members of Congress, federal judges and their spouses from issuing or promoting digital assets for compensation through January 2029. The proposal extends the restriction to former presidents and requires covered officials to sell their cryptocurrency holdings or place them in a blind trust they do not control.

The release positions the major market-structure legislation for a potential Senate floor vote within the next three weeks before the August recess. Bipartisan negotiations remain ongoing, with Senate Democrats yet to endorse the text and a Hispanic business coalition warning of potential deposit flight and reduced lending to small businesses. Goldman Sachs Chief Executive David Solomon urged the bill's advancement, while prediction markets for its passage remain below 40 percent.
