Russia Bans Diesel Exports Through July 31, Tightening Global Fuel Supply
Russia banned diesel exports through July 31 to protect domestic supply following Ukrainian drone strikes on refineries. Deputy Prime Minister Alexander Novak announced the measure as refinery throughput collapsed to 2.8 million bpd from 5.1 million in 2022, with the Omsk plant severely damaged.
The export halt tightens a strained global refined products market. Data from analytics firm Vortexa Ltd. showed Russia supplied 11% of global diesel volume last year. European diesel margins surged to a record $60.17 a barrel on the news, while U.S. diesel prices pushed past $155 a barrel with refining cracks exceeding $75. Moscow had previously banned gasoline and aviation kerosene exports, and domestic rationing has now reached 50 regions, directly impacting about 35% of the population.
