Russia Bans Diesel Exports and Accelerates Refinery Repairs After July Loadings Plunge to 234,000 bpd
Russia will ban diesel exports and accelerate repairs to damaged refineries to stabilize domestic fuel supplies, the deputy prime minister said. The policy follows data showing Russian diesel and gasoil loadings fell to 234,000 bpd in the first 10 days of July, down from 400,000 bpd in June and the 2025 average of 817,000 bpd, according to Kpler data.
Moscow will also begin importing petroleum products this month to address a shortage that has triggered station closures in the capital and prompted President Vladimir Putin to order an immediate resolution. As the world’s second-largest diesel exporter, Russia’s supply contraction compounds a global market already tight from strong demand and refinery outages.
