China has approved a 4,000-unit shipment of export-controlled indium phosphide substrates, the first batch for 2026, with cargo leaving in late May and easing a materials bottleneck in the optical communications market, according to DigiTimes.

The move follows an 8,000-substrate approval in August 2025 after China began restricting InP substrate exports in February 2025, cutting off supply from the China production base of US-based AXT. Exports remain under a closed-loop approval system requiring proof of production and demand, but looser supply is expected to benefit companies such as VPEC and GCS in the second half, with GCS expecting shipments to recover gradually from July and August.
