Russia’s Crude Exports Average 3.46 Million B/D, Highest Since 2022 Invasion, as Refinery Outages Cut Throughput
Russia’s crude exports have climbed to their highest level since the 2022 invasion of Ukraine as refinery outages leave more barrels available for global markets. Exports via western ports rose 15% in May from April, Reuters reported, citing two industry sources, while year-to-date shipments averaged 3.46 million barrels a day, about 120,000 barrels a day above 2025 levels.
The increase adds a new market consequence to Ukraine’s refinery strike campaign. Kyiv has said it struck 15 Russian oil refineries between January and May, and President Volodymyr Zelensky said nearly 40% of Russia’s primary refining capacity was offline as of May. Lower refinery throughput has freed up crude even as refined-product supply tightens at home; Russia has already banned exports of aviation fuel and gasoline and is considering restrictions on diesel.
