EU Expands Iran Sanctions Framework to Target Officials Over Hormuz Blockade
European Union governments on Friday took a technical step to broaden the bloc’s existing Iran sanctions regime, allowing more officials and entities to be listed over actions that threaten freedom of navigation in the Middle East, including the Strait of Hormuz. The amended framework, which followed an April political agreement by EU foreign ministers, allows travel bans and asset freezes against those accused of impeding lawful maritime transit. The European Council said Iran’s actions against vessels crossing the strait are contrary to international law and rights of transit passage.
The move adds European pressure after Iran said it was discussing a permanent Hormuz toll with Oman that would formalize its control over maritime traffic, and after a new Iranian transit authority published a map asserting regulatory oversight in waters stretching south of the UAE’s Fujairah port. Those steps drew objections from Washington and Abu Dhabi: Marco Rubio said a tolling system would make a diplomatic deal unfeasible, while UAE presidential adviser Anwar Gargash said Iranian attempts to control the strait or infringe on the UAE’s maritime sovereignty were "pipe dreams."
