Begich Introduces Bill to Build US Strategic Bitcoin Reserve of 1 Million BTC
Rep. Nick Begich introduced the American Reserve Modernization Act, or ARMA, a bill that would authorize the US Treasury to acquire up to 200,000 bitcoin a year for five years, targeting a strategic reserve of 1 million BTC. The measure, introduced with 16 original cosponsors, would also consolidate US government-held digital assets into a protected national reserve and codify President Donald Trump’s March 2025 executive order establishing a Strategic Bitcoin Reserve.
The proposal would require acquisitions to be budget-neutral, funded by revaluing Federal Reserve gold certificates from the statutory $42.22 an ounce to current market prices. It would also classify bitcoin as a Tier 1 strategic reserve asset, create a separate stockpile for other federally owned crypto, end auctions of seized bitcoin by directing future seizures to the reserve, and require bitcoin held there to remain for at least 20 years.
